Essential Duties and responsibilities

  • Oversee all contractual obligations from the service provider for commuter rail operations and maintenance contract for Capital Metro’s track infrastructure and bridges to ensure a safe, reliable, and cost-effective commuter rail service.
  • Oversee all lease obligations from the Lessee for freight rail operations and maintenance lease for Capital Metro’s track infrastructure and bridges to ensure a safe, reliable, and cost-effective freight rail service.
  • Manage service provider contract related to scheduled track, rail maintenance program with other departments to ensure the viability of the tracks, bridges, and other structures.
  • Coordinate with Capital Projects project manager to ensure rail track, bridges and maintenance of way project are completed within the perimeters and/ assist in providing technical direction to the scope of projects, provide technical expertise on bridge projects and inspections.
  • Provide regular and periodical field inspections for rail infrastructure and bridges in Commuter and freight corridors.
  • Provide quality assurance and quality control over track and bridge inspections.
  • Manage “employee in charge” schedule for all right of way projects.
  • Monitor and enforce Federal Railroad Administration (FRA) compliance along with company policies, rules, and standards.
  • Work in partnership with local, county and state, and federal agencies on railroad issues and provide information for future track improvements.
  • Oversee third party work being performed on Capital Metro property.
  • Establish track maintenance budgets based on historical data and operational requirements.  Control and manage costs to stay within budget limits.
  • Represent Capital Metro to the community, government entities, vendors, and contractors.
  • Plan and provide project recommendations for future track and bridge improvements.
  • Manage and maintain documentation for Capital Metro’s Bridge Safety Management Program.
  • Provide technical, cost and schedule justification for all contract changes.
  • Work with all Capital Metro departments, service providers, City of Austin, to ensure the safe operations of rail is included in every plan that impacts Capital Metro service.
  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.
  • Perform other duties as required and/or assigned.

Knowledge, Skills and Abilities

  • Knowledge of Texas Department of Transportation (TXDOT) and FRA rules and regulations pertaining to track and bridge maintenance.
  • Comprehensive knowledge of railroad operations, maintenance, and project management.
  • Knowledge of American Railway Engineering Maintenance-of-Way Association (AREMA) and FRA regulations pertaining to track and bridge inspection and maintenance.
  • Knowledge of track and bridge design and maintenance principles and practices.
  • Knowledge of documentation control.
  • Effective oral and written communication skills and the ability to establish and maintain effective working relations with employees, senior management, regulatory authorities, and the public.
  • Exceptional interpersonal skills to communicate effectively and sensitively with all levels of supervisory and non-supervisory employees, a politically, economically, and culturally diverse work force.
  • Ability to effectively work as a team player.
  • Demonstrated ability as a self-starter, responsive to organizational needs, committed to excellence and continual employee development.
  • Ability to conduct FRA based track, bridge, switch, roadbed, and crossing inspections.
  • Ability to investigate derailments.

Required Education

  • Bachelors’ degree in Civil Engineering, Civil Engineering Technology, Mechanical Engineering, Mechanical Engineering Technology, Construction management, Construction or related field. Related experience may be substituted for up to four (4) years.
  • Five (5) years of increasingly responsible rail infrastructure and bridge maintenance experience in commuter and freight rail systems.
  • Three (3) years directing maintenance/construction staff or providing contract oversight for rail track and bridge maintenance operation functions.
