Financial Analyst II

Job Summary

The Financial Analyst II reports directly to the Manager, Budget, and Financial Planning. This position is responsible for financial planning, reporting, and analysis of the operating and capital expenditures of the organization. This includes reporting on trends, identifying cost-saving opportunities, preparing reports for the Board of Directors, and analyzing complex financial actions by preparing Cost Benefit Analyses and special cost reports as required.

Essential Duties and responsibilities

  • Review monthly financial reports and provide explanations of variances. Determine cost variances, analyze results, forecast future status, and prepare management reports to document findings and recommendations.
  • Work with department managers to identify cost-saving opportunities in their areas.
  • Prepare cost analyses of various operating areas and recommend the most cost-effective solutions.
  • Consolidate, control, and maintain capital, operating, and maintenance cost estimates.
  • Gain a thorough understanding of the organization and business drivers for costs.
  • Identify and analyze trends and recommend improvements in processes.
  • Assist EVP, Chief Financial & Risk Officer, and Deputy Chief Financial Officer in the development and analysis of financial plans to be used by CapMetro for long-range financing purposes.
  • Prepare cost analysis and provide recommendations for changes to management to maximize resources.
  • Assist in cost analysis to support labor contract negotiations and to assist management in other contract negotiations.
  • Develop forecast models and pro formas as needed.
  • Assist departmental managers in the development of the annual operating and capital budget.
  • Prepare recommendations for the Executive Team.
  • Assist with the review of consultant reports and performance.
  • Support the Procurement department by providing bid pricing analyses and assessing the financial condition of firms.
  • Assist in identifying and executing systems, tools, and process enhancements.
  • Support CapMetro’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action, and reporting safety and security concerns.
  • Perform other duties as required and/or assigned.

Knowledge, Skills and Abilities

  • Thorough knowledge of modern methods of fiscal planning, cost benefit analysis, capital financing and present value theory.
  • Skill in using a variety of financial software applications, spreadsheet modeling and presentation software, Microsoft Office in a Windows environment.
  • Skill in designing financial models and developing financial forecasts.
  • Ability to prepare comprehensive reports and recommendations.
  • Excellent verbal, written, and presentation skills.
  • Effective organizational skills.
  • Ability to make decisions in an expedient manner.
  • Ability to handle high levels of stress.
  • Must be customer service oriented.
  • Ability to interact with team members as well as members of the management staff and Board of Directors.

Required Education

  • Bachelor’s degree in Accounting, Finance or related field or an equivalent combination of related education and experience may be substituted for education on a year for year basis.
  • Four (4) years of progressively more complex experience in a financial analysis role involving research, financial analyses, reporting and making recommendations to senior management on complex organizational issues relating to financial functions, operating budgets, cost of service analysis, debt management, cash management, financial modeling, and policy analysis.

Work Environment

As a Mobile position, the incumbent is expected to work in the office as needed.  There will be access to touchdown/collaboration spaces when on site. Must be in-office for socialization, strategic collaboration, supervision, oversight, and accountability as needed.
