The private security profession serves as a critical component of public safety, asset protection, risk management, and crime prevention throughout the State of Texas. Individuals seeking employment within the security industry must meet specific licensing requirements established by the Texas Department of Public Safety (DPS), Private Security Program. These requirements are designed to ensure that security personnel possess the integrity, competency, professionalism, and judgment necessary to protect lives and property while serving the public.

The Level II Security Officer License represents the foundational credential required for individuals entering the private security profession in Texas. This certification authorizes individuals to perform unarmed security duties under the sponsorship of a licensed Texas security company.
To qualify, applicants must be at least 18 years of age and either a United States citizen or legally authorized to work within the United States. Candidates are required to successfully complete a state-approved six-hour Level II training course conducted by a licensed instructor. The curriculum includes essential topics such as legal authority and limitations, observation and reporting techniques, conflict resolution, emergency response procedures, ethics, and professional conduct.
Applicants must also undergo a comprehensive criminal background investigation, including fingerprint submission through an approved DPS vendor. Individuals with disqualifying criminal histories, active warrants, pending criminal charges, or other statutory prohibitions may be denied licensure.
The Level III Security Officer License, commonly referred to as the Commissioned Security Officer License, authorizes security professionals to carry a firearm while performing official duties. Because armed security officers assume a greater level of responsibility and authority, the State of Texas imposes more rigorous qualification standards.
Applicants must first satisfy all Level II licensing requirements and be at least 21 years of age. Candidates are required to complete a comprehensive 45-hour Level III training program covering legal issues, use of force, firearms safety, defensive tactics, ethics, report writing, emergency response, and professional standards. Additionally, applicants must successfully pass both a written examination and a state-mandated firearms proficiency qualification with their duty weapon within the required application period.
To further ensure public safety, applicants must complete a psychological and emotional health assessment utilizing the Minnesota Multiphasic Personality Inventory (MMPI), administered and evaluated by a licensed psychologist. Candidates must also be legally eligible to purchase, possess, and carry a firearm under both Texas and federal law.
Texas law requires all security officers to obtain sponsorship through a licensed private security company before initiating the licensing process. Prospective officers cannot independently apply for a security license without employer sponsorship.
